For new customers, that means you need to create it first in order to have
it in your customers master data. use Tcode XD01 and bear in mind all the
compulsories fields. Then you can create quotation with Tcode VA21 and if
the customer accepts your quotation, then you can create Sales order with
reference to that quotation.
