These are two different functions provided by SAP, in order to meet to entirely different business requirements.

Condition update -
When this is activated for a condition type in V/06, go to VK11, Go To>Additional Data; here you can see example "Max number of Orders"

business example -
For a new material, company wants to give a 10% discount for the first 1000 orders.
After the sale of first 1000 orders, this discount condition must NOT be given.
Then you use Condition Update functionality. System shall keep UPDATING the number of sales orders generated and STOP this discount from the 1001th order.

Scales -
In V/06, check what are the options in field "Scale type"

business example -
upto 10 EA give 10% -
upto 20 EA give 20% -

So when user creates a sales order with 9EA, 10% discount is activated.
When user creates a sales order with 19EA, 20% discount is activated.

from 1EA give 8%-
from 10 EA give 10% -
from 20 EA give 20% -

So when user creates a sales order with 9EA, 8% discount is activated.
When user creates a sales order with 19EA, 10% discount is activated.

In VK11, when you click button "scales", you can fill in the scale values in the condition record.
Whether it is from or to etc. comes from V/06, condition type configuration settings.
