I believe the question was how to display total tax at the header level along with net value. It's not part of the standard configuration.
Please correct me if I'm wrong.

Have you maintained the condition type for Tax in your pricing procedure?
If yes have maintained tax classification for customer and material?
What is the error message are you getting when the sales order is created -click analysis in your sales order pricing tab and check the reason?
Can you briefly explain what are the configuration settings you have done for tax determination?
