Also, please check the reln between sales and the base unit. I had this problem
a while ago.

The main reason for free goods is not getting determine in sales order is condition record is not maintained properly.

See Condition record for yours proses in VB02 or path is
Logistics> Sales and Distribution>Master data> Conditions> Free goods> VBN1 – Create> Specify condition type NA00

If maintained see minimum order quantity & Specify [from] the free goods quantity also.
