Hi there:

Unfortunately, I do not know of a way to configure SAP to make it systematically mandatory that REs are created with reference to a previous document (i.e., billing document). The approach that we took at my previous employer was to manage this requirement by revising the business processes (SOPs), train the staff accordingly, and pull table browser extracts by sales doc type monthly to audit / identify processes (which REs were not created with reference to the billing doc). Hope this makes sense.
