Once the delivery (Partial/completed) happened you cannot change the plant
in the sales order because plant plays a key role in shipping point
determination. Once you entered the shipping point and partial delivery
happened you cannot change the plant value in the sales order. If you still
wants to change the plant code reverse the delivery and then input the new
plant value in the sales order then try to create delivery for that sales
order.

Assuming partial delivery is partial quantity delivered but not partial
items delivered. Correct me if I am wrong.
