Is there someplace to read further on Back Order Processing and ATP I have been working on the system for 3 years now and it seems as though everytime I turn around there is more ways that I didn't fully wrap my head around this system. We also use WM in our system and we have not found that flag of complete delivery to work. Our business works as first in first out policy. Customer A orders today 5 items one item line 30 is not in stock we what I think is the correct terminology "backorder" the product. We then have customer B that needs the same thing as Customer A line 10 of their order. We find that the order gets pushed back and allocates line 10 to customer B not customer A since the system thinks that it will have enough of line 10 by the time line 30 is due to come in.

If you use 'Delivery Priority', you can sort the Rescheduling process by this. And if the business wont commit to a prioritisation strategy you can manually edit the confirmation dates. Certainly, the first option is better for the business, but getting them to commit to a strategy is usually the biggest difficulty.
