Another thought is the $3.33 is such an insignificant amount of the total that it could also be due to rounding since the final payment is calculated over the aggregate rebate basis X the % in the rebate cond. record

One explanation is the balance on the rebate in VBO3 shows what's actually been accrued vs. paid. The final settlement is for the amount that should've been accrued (based on any changes to the rebate agreements or configuration) vs what was paid. Not sure if that's the reason in your case, but it's one that commonly causes such differences |
