I think the "Relevant for billing" in not in VA03 but in VL03N, item level, Tab Processing; in display mode.
One way to change billing relevance is to change the item category in the sales order, but I think you are asking to change billing relevance of a sales order without changing the item category or without doing changes in configuration (in VOV7). Is that correct?
What is the business requirement for wanting to change the billing relevance?

I can't seem to find this field in the Sales Order via VA03 but I can check it's value in table VBAP. I have tried changing this field using BAPI_SALESORDER_CHANGE but none worked so far.
