Follow the below steps -
1. Find for your account gr. (ZEG1), what Partner procedure is assigned -
IMG>SD>BFunctions>Partner Determination>Partner...Customer master > Partner Determination Procedure assignment

2. Go in to the Partner procedure & check if SP is present & it is marked as mandatory -
IMG>SD>BFunctions>Partner Determination>Partner...Customer master > Partner Functions in Procedure

If SP is assigned to your Partner procedure, then the cause is something else than I had thought.

If SP is NOT assigned, then create new entery and assign SP as not modifiable & mandatory.

3. Go to
IMG>SD>BFunctions>Partner Determination>Partner...Customer master > Account Group - Function Assignment
Create new entry - Assign SP to Your account group (ZEG1)

4. Then create a new CMR in XD01.
Check if SP with you CMR value is automatically populated in Sales area data, Partner Functions.

If yes

5. Create sales order with this CMR
