I think, GL accounts are maintained in Production. & I agree with Imalyala's advice; to solve the problem faced in the Test system.
In Production, to check "GL accounts are maintained or not?"; after creating billing document, please check the tax amount & account # & company code, in FB03.

We do not maintain GL account in Production, so test system is replica of production. we never do like that.
Please assist if you have any other solution.
