As it seems, because the system settings are for this customer; one sales order must be delivered in one delivery in XD02, Sales area data>Shipping, field "Complete delivery required by law"; when you have 1 sales order & 2 deliveries, you are "going against the customers wishes". & system is giving the message "customer has requested complete delivery"
You can by-pass this (i.e. make partial deliveries) by going to VA02, Header data, Tab Shipping, field "Complete delivery" make it blank. Then you can make a number of partial deliveries.
Important note is understand & communicate with relevant Internal staff & (if need be) Customer about this customer requirement of "Complete deliveries".
If you are talking about - creating shipment (i.e. a number of outbound deliveries are grouped together). Then please explain your requirement.
