Going through some past posts, I have found something which might work for you. It needs to be developed. It is certainly a creative idea, proposed by Lara!

This seems like it could also help you e.g. have a Z table that includes the customer/material/minimum quantity and then set the incompletion status in FXVBUV according to that?

In SAP is there some way to assign to customer a quantity of material which customer can order from us? For ex. customer 112768 can order minimal 1000 PC´s of CNF5678899 material.
