I have tested in my clients Sandpit system and there is no issue.
1. Any userexits active
2. Does the sold-to-party have the exchange rate type maintained
3. Ensure for your testing that the exchange rate values are different between each type that you are using ... then its easier to find in the SO Header.

We've created several exchanged rate type which IS started with "Z" base on our client's request, however, during the testing, we found the system always bring the exchange rate which maintained for type "M" in SD process although we've maintained exchange rate for type "Z".
I don't know where we've lost in configuration, please advise me if there is any experts know how to solve this issue.
