We want end users to maintain this data --->
by maintain do you mean end users will also change and create these master datasets?
easiest way would be to create some ztables and write abap code to populate and display
this master data. If maintain means create and change this 'masterdataset' then you can
add more code for updating the respective data .

There might be several alternatives to the one way that I suggested .

We have shipping conditions, transportation groups and routes. We want end users to maintain this data. Since this data can only be maintained in IMG, IT is hesitant to give access to IMG to end users. Is there a different way to maintain this data? not through IMG, please let me know.
