I don't think SAP allows to maintain VL 049 in OVM1 transaction and VL 049 appears in the Delivery code as an "I" anyway.
I think maybe the only method is to create an entry in table T160M for VL 049 and then do OVM1 ... though not sure this method would work as the code is not checking the entry in OVM1.
