User exit MV45AFZZ, routine 'USEREXIT_MOVE_FIELD_TO_VBAK' could be used. You would have to take the help of your ABAP colleague.
Could you please explain why you want tax to be populate at the sales order header level table? Tax is determined by the help of delivering plant, CMR, MMR, shipto address; all these are taken from line item level. Thus SAP gives KOMP-MWSBP (tax) at VBAP table.
