It seems sold to party and ship to party are different in sale order and of course, the sales area as well. All the partner functions sales area should be same while creating sale order. Check in which sales area the ship to party is created.
From the error message, one can conclude that the the ship to party (234) has not been created in NG NG NG. Also maintain the common distribution channel and division in VOR1 and VOR2
