What you need to do -

1. Do the below steps -
i. cancel the invoice using VF11,
ii. then go to VA02 and change the 'Alt. Tax Classification' to '0' and check in sales order Tab condition, if the tax condition type now has the new value $0.
If not, then click on button "Update" and choose G or B and check the tax condition type; is it getting $0
iii. Then give the first time created delivery number (I cannot create delivery again because the items are already delivered) in the VF01. Go to, Header level, Tab Condition and check the tax condition type; is it getting $0
iv. If not, then click on button "Update" and choose G or B and check the tax condition type; is it getting $0
v. then click on button Save, and a billing document shall be created.

Checking in tab Condition and verifying value of tax condition type has changed to $0 both in sales order and billing document is very important.

2. If your process is to create invoices from deliveries, then stick to that.
Point 1 is easy, you shall get it right.

What I did:
1. First of all it is delivery related billing. Please give me a solution in this approach.
2. I cancelled the invoice using VF11, then went to VA02 and changed the 'Alt. Tax Classification' to '0' and then gave the first time created delivery number (I cannot create delivery again because the items are already delivered) in the VF01 and I am getting tax again in invoice.

What I need:
1. I changed the Tax to '$0' in Order (VA02) and I need this change to be reflected in the new Invoice I will generate (bypassing delivery and PGI)
2. If creating the invoice from order itself is the solution, do I have to maintain Copy controls? How? This is the error log message I get when I try the same 'Item category ZOR TAN cannot be invoiced with billing type ZF1'.
