In business process Cash sale, the customer pays for the goods in cash, as soon as sales order is created. Thus customer wants to purchase 10EA by paying cash, so sales order (CS sales doc type) of 10EA created.
In the system, you can ONLY create a billing document for 10EA (NOT for 8EA or 5EA). Thus billing quantity is the ordered quantity. Therefore in cash sale we have order related billing.
(note if you create delivery for 8EA, system shall NOT allow you to create a billing document. You shall have to complete delivery for 10EA, ONLY then billing document can be created)

In business process Rush order, the customer is in a rush. He can order 10EA but he goes to the warehouse and collects 8EA i.e. delivery created for 8EA. Thus 8EA are billing (and NOT 10EA). This is possible via delivery related billing, in the system.

Note in both processes, picking and PGI have to be done, before you can create billing documents.
