You have to make sure that you really need MWST. Normally some tax use this condition to input the percentual of tax in pricing procedure.
Aftar that, follow the instructions that Jeremy told us. Jeremy is right, there are many reasons to arise this message.

I'd be pretty hesitant at removing the mandatory flag for MWST.
That's tax....if you're not charging it when you should be you could be in legal difficulties.
