In my tests too, BOM is exploding with its subitems. Making it seem that in the sales order; cross selling condition record - created in VB41 - is not being taken, rather BOM is being taken /exploded.
I think it is to do with correctly configuring "Usage" & item category assignment.
Please search the internet, this question has been asked many times before.
I am sure experts in this forum can guide you with this issue.

One more observation, the process of cross sell is not working for the below scenario as well
BOM 1234 created with 4 sub items (erla)
I tried to configure material 9999(not bom, just independent material) as cross sell for bom, meaning, when they enter bom material no. in sales order, it should propose 99999 as cross sell.
But that is not happening. There is no error message. Simply nothing.
Can you please also try this and share your findings.
