Could you articulate the specs ....writing specs is part of Func Consultant ... ( I am kidding )

For creating new Item cat. usage, SAP advices the following -

Actions

1. Check first whether you can copy the usages in the standard system.
2. If necessary, create a new item category usage by entering an alphanumeric key with a maximum of four characters and a description.

The menu path is -
IMG- S&D -SALES- SALES DOCUMENT- SALES DOCUMENT ITEM - Define ITEM CATEGORY USAGE

If you are asking - *How to write / modify the ABAP program (i.e. Usage); then this question can better be answered by a Techno-Functional or Technical member.
