Giada's solution seems a valid one. Though would you still want the sales order to hold the stock even though the delivery is not made within a period? I suppose you are using XD99!! I am not in SAP, but you could add some extra function via a userexit to add a delivery block on the sales order. If you want to you can also add your own customised fields ( from date to date blocked) to the customer master too and have the userexit reference these values for the delivery block to be active in the sales order.
