So, you can or you can't invoice them once this problem occurs?

Yes, normally invoices are created properly, we receive thousands of invoices daily and only few of them have this problem. i.e. somehow invoice is getting deleted after its been created, and the invoice number is assigned to the subsequent accounting documents.
