SAP have obviously done this for a reason - so I can in no predict the implications.

Why are you creating a delivery when you don't know where it is going to be shipped to?
What is your requirement for "international" deliveries that differes from the tens of thousands of SAP installations making international deliveries that would have you considering a SAP modification?
You may have a good reason - I'd actually be interested to hear it.
