With regards to Amit's solution... the Not changeable flag is greyed (that's grayed for our American viewers) out and not changeable. SAP i guess assumes when you create a delivery you know where you are delivering it to! In the past I've used a new partner function e.g. ZU - "Ultimate Ship-to" of partner function type KU. That will allow you to put a Customer number. Your documentation/messages may need to look and see if such a partner exists an use that address as opposed to the ship tos.
