Perhaps I should further limit my requirement. I want to be able to do this for a specific Sales Order, in essence one-off. This is not to be for all deliveries.

Bob, check OVZ9 you'll see that the combination of the Availability check field on the material is combined with the document being created to determined the Scope of check. hence you can have different htings at at Sales Order or Delivery time...
In this case you the seetings for B - will allow the delivery to be created if stock may not necessarily be on hand.. check the settings.. an example might be you allow stock in transfer to be considered when creating the delivery.. or you consider safety stock..
