How much automation is (or should be) involved here?
We can (and very occasionally do) change our ship to address manually in the delivery, prior to PGI. There nothing in the sales order to reflect the change so that's not optimal.
Have you considered adding a new partner function? Like a 'delivery address'..so the ship-to remains the final customer/user address...but you assign another partner function in the delivery which prints on your delivery documents..which you could then easily go back and assign in the order as well. Depends how complicated your delivery/pick/pack process is..
Just a thought...

I am in agreement that there must be thousands of entities that do this. Here is our procedure:
When material is available a delivery is created
Pick List, Pack List and BOL are printed
Material is picked, staged, packed and wrapped [mixed skids are common]
Shipping units are measured.
Actual (not theoretical) Dimensions, weights, etc. are sent to International rep
Rep contacts customer for information required to ship
Arrangements are made to determine applicable ship-to (typically a port)
Information is added to the sales order
In order to change the Ship-To on the delivery the delivery must be
Un-Picked
Delivery removed from shipment or shipment deleted
Delivery deleted since ship-to does not agree
New delivery created
New delivery either linked to existing shipment or new shipment created
Delivery re-picked
Appropriate labels printed
Product shipped
